IEEE MEES-2026

English serves as the official language for the 2026 IEEE International Conference on Modern Electrical and Energy System. All manuscripts, presentations, and technical discussions must be conducted exclusively in English to ensure international accessibility. Submitted papers must represent original research that has not been previously published or currently submitted to other venues. The organizing committee employs strict plagiarism detection, and any violation of these ethical standards will result in immediate rejection.

The submission and peer-review process are managed through the Microsoft Conference Management Toolkit. Prospective authors must adhere to the following procedural requirements during the submission stage:

• Authors should register an account on the CMT platform to access the author console.

• The submission process begins by clicking the button to create a new submission and entering the full title and abstract.

• All co-authors must be added to the system using their correct email addresses to ensure proper indexing.

• Authors are required to select primary and secondary subject areas to facilitate an accurate review assignment.

• The conflict of interest section must be completed to identify institutional or personal affiliations with committee members.

• The final manuscript must be uploaded as a PDF file with a maximum size of ten megabytes.

All submissions must strictly follow the IEEE double-column conference proceedings format using the provided Microsoft Word A4 template. Manuscripts must range from four to six full pages to be considered for evaluation. Papers that do not comply with these formatting instructions or page limits will be returned without review. Each author is permitted to submit and present a maximum of three papers. It is recommended that each paper includes no more than six authors to maintain a clear focus on individual contributions.

The conference maintains high academic standards through a rigorous blind review process conducted by at least three independent anonymous referees. The quality of each paper is evaluated based on several specific academic criteria:

• The introduction must reflect the current state of the art through a thorough background analysis.

• The research should demonstrate a robust mathematical foundation and a convincing simulation or experimental methodology.

• Authors must clearly emphasize the scientific novelty and original contribution of their work compared to existing studies.

• The conclusions must be logically derived from the presented results and discuss potential practical implications.

• All graphical materials, including figures and tables, must be legible, well-labeled, and professionally formatted.

• The text must be well-structured and exhibit a high level of English grammatical proficiency.

Specific regulations apply to the management of references and citations within the manuscript. Authors must ensure that self-citations do not exceed thirty percent of the total reference list. A standard six-page paper should ideally contain between fifteen and twenty modern sources that reflect contemporary scientific progress. All non-English reference titles must be translated into English, as transliteration is not permitted.

Final acceptance is contingent upon the successful presentation of the research during the conference. Each accepted paper must be presented by at least one of the authors in either an oral or poster session.

All accepted papers, which are oral or poster presented at conference will be submitted for inclusion to IEEE Xplore Digital Library (Scopus and Web of Science indexation) subject to meeting IEEE Xplore’s scope and quality requirements. IEEE Quality Control of Conference Proceedings may lead to delays in posting the Proceedings in the IEEE Xplore Digital Library, or decline to post some papers that do not meet the IEEE quality criteria. Please note that “No-show” papers won’t be included in the IEEE Xplore Digital Library.
